The email listing Citigroup’s personnel choices for cabinet posts came three days after the $700 billion Troubled Asset Relief Program (TARP) was signed into law.

One month before the presidential election of 2008, the giant Wall Street bank Citigroup submitted to the Obama campaign a list of its preferred candidates for cabinet positions in an Obama administration. This list corresponds almost exactly to the eventual composition of Barack Obama’s cabinet.

In the law, a conspiracy refers to an agreement between two or more people to commit an unlawful act, or to deprive another person of his legal rights. The agreement to act must be moved toward a conclusion, whether or not it is actually accomplished. Plans made by a certain combination of people for unlawful or secret purposes may also be considered a conspiracy.
